Elie Matar

Elie is the Head of Electricity at the Regulatory and Supervisory Bureau in Dubai. The Bureau regulates the electricity, water and district cooling sectors in the emirate. Elie is predominantly focused on the regulation of building retrofits to promote energy and water efficiency in Dubai and on regulating electricity generation under the IPP model.

Elie holds a bachelor's degree in Electrical Engineering and a master’s in Business Administration. He has more than 15 years of experience in the utilities sector, largely gained through consulting work in the UAE, Canada and Lebanon. Prior to joining the Bureau in 2013, Elie managed a private engineering consulting firm in Abu Dhabi. He’s been involved in key projects in the region, mainly dealing with demand side management, regulation, strategy development, restructuring, utility information systems, automation and control, smart metering, and asset management.
